The planning functions of the Department of Planning and Development include comprehensive and neighborhood planning activities, historic preservation planning, and corridor redevelopment planning. These areas provide long-range planning efforts for land use, transportation, transit services, and neighborhood stability that are implemented through various city ordinances.

Available Funding

The City leverages a variety of federal, state, and municipal sources to offer a number of grant and loan programs to assist residents, businesses and nonprofit agencies. Contingent upon funding availability, the following programs are currently offered:

Income-based revolving loan program for homeowners and owner-investors in need of repairs. Terms range from no interest, deferred loans paid when the house is sold, to loans with monthly payments and interest rates between 0% to 4%. Request for Proposals – Small Business Assistance – Microenterprise Development and Technical Assistance
The City of Sheboygan is committed to increasing opportunities for microenterprise businesses by assisting with job and skills training, one-on-one mentoring, and direct financial support. This notice of funding opportunity is seeking proposals for organizations to oversee the administration of this program by determining eligibility, maintaining records, and disbursing funds in accordance with 24 CFR Part 570. Funded organization(s) will be responsible for ensuring project eligibility with all Community Development Block Grant (CDBG) regulations and reporting requirements. About the Community Development Block Grant Program

Each year, the City of Sheboygan receives approximately $800,000 of Community Development Block Grant (CDBG) funds from the Department of Housing and Urban Development for local community development, housing activities, and public services. The City distributes funds to service providers and administers capital projects. Regulations governing the program require that each activity undertaken with CDBG funding meets one of three National Objectives:

  1. Benefiting people with low and moderate incomes
  2. Aiding in the prevention or elimination of slums and blight
  3. Meeting an urgent need (such as earthquake, flood, or hurricane relief)
