Council confirmed Mayor’s appointments of Roberta Filicky-Peneski to Finance and Personnel Committee; Dean Dekker to Chairman of Public Works Committee, Transit Commission, and Board of Marina, Parks, and Forestry; Betty Ackley to Public Works Committee and Mayor’s International Committee; Trey Mitchell to Redevelopment Authority.
Presentation of the Human Resources Update/Strategic Plan by Vicky Schneider, Director of Human Resources and Labor Relations.
Mayor Vandersteen presented an update on the Sheboygan Harbor South Breakwater Repair Project after a recent tour. Phase 1 was subcontracted to Michels Corporation by the U.S. Army Corps of Engineers. They will install 2,500 feet of sheet pile, which will be filled with 7,000 tons of fill stone and surrounded and protected by 2,000 tons of scour stone. The finished concrete cap will be 30 feet wide and one foot taller than the existing structure.
Mayor Vandersteen invited residents to share their stories and memories of the Armory on the www.armorystories.com website.
Mayor Vandersteen presented a summary of the 2020 street resurfacing, street construction and railroad crossing repairs scheduled in Sheboygan this construction season.
Mayor Vandersteen presented a COVID-19 update.
Council accepted the Board of Water Commissioners request to employ a lead line service line replacement program utilizing grants and loans from the Sheboygan Water Utility rather than assessments to fund these residential water line improvements.
Council approved Resolution No. 61-20-21 authorizing entering into a Consent and Estoppel Certificate on behalf of the City to allow for the construction loan closing to take place for the Oscar Apartments project on August 14, 2020. The 240 apartment project is expected to break ground in September of 2020 on the site currently occupied by VanDerVart Concrete Products
Council passed Resolution No. 63-20-21 establishing a temporary polling location for the August 11, 2020 election for Wards 15, 20, and 21 in the City of Sheboygan. The Senior Activity Center was closed and not available for this election. Voters will now be able to vote at City Hall. Postcards will be mailed to the voters in the affected wards.
Council approved Resolution No. 59-20-21 authorizing a Memorandum of Understanding with Advocate Aurora regarding the terms and understandings between the parties with regard to the location, construction, and fiscal responsibilities for infrastructure improvements associated with the development of the new Advocate Aurora Hospital located on the parcel northwest of the intersection of Taylor Drive and Union Avenue.
Council met in closed session related to possible financial guarantees for a development opportunity in the proposed innovation district adjacent to Indiana Avenue and South Commerce Street.
