Common Council Meeting Highlights – December 16, 2019

EIGHTEENTH REGULAR COMMON COUNCIL MEETING FOR THE 2019-2020 COUNCIL YEAR

Meeting Quote: “CELEBRATE THE TRADITION OF GIVING, THE BEAUTY OF THE SEASON AND A NEW YEAR OF PEACE AND HAPPINESS.”

Council approved the appointment of Robert Heimerl to the Architectural Review Board.

Council approved the appointment of Election Inspectors for the two-year term beginning January 1, 2020 and ending December 31, 2021.

A Christmas program was presented by Jerry Messner a former member of the “Buffalo Joe Band” and currently a member of the new group “Born in a Barn”.

Corey Clemens

Mayor Vandersteen presented the Mayor’s Medallion of Bravery and a Certificate of Commendation to Corey Clemens for his actions to save the life of a co-worker who was trapped in a malt silo at the Cargill Malting facility located at 704 S. 15th Street on August 6, 2019.

Mayor Vandersteen presented a certificate recognizing Dave Daniels for 30 years of service as Sheboygan Police Department Fleet Operations Mechanic and he also presented a certificate recognizing Paul Hammann for 30 years of service as Sheboygan Police Department Police Detective.

Mayor Vandersteen noted:

  • Winter alternate side of the street parking is in effect. Remember to park for tomorrow. Complete Snow Emergency rules are on www.sheboyganwi.gov/winterparking
  • The Rotary Christmas lights display “Making Spirits Bright” in Evergreen Park is open every evening from 5:00 to 9:00 through and including New Year’s Eve except Christmas Eve. For admission bring non-perishable food items to donate to the Food Bank.
  • City of Sheboygan real estate tax bills will be mailed today by December 16, 2019. City Real Estate Tax Payment info is on www.sheboyganwi.gov/taxes.
  • Candidates for the local offices of City Alderperson in the even numbered Districts and County Supervisor in all Districts in the spring election on April 7, 2020 may now circulate nomination papers which will need to be turned into the Clerk’s Office by 5:00 pm on January 7, 2020.
  • Sent best wishes for a Merry Christmas and a Happy New Year to all Sheboygan residents.

Council held a hearing to repeal and recreate Section 15.905 and subsection 15.908(1) of the zoning Ordinance relative to Conditional Uses to conform the Municipal Code to 2017 Wis. Act. 67 and Sec.62.23(7)(de), Wis. Stats.

Council approved Resolution No. 121 and 123-19-20 to execute the agreement for transit service between the City of Sheboygan and City of Sheboygan Falls and the Village of Kohler.

Council approved Resolution No. 124, 125, 126, and 127-19-20 expressing the intent of the Common Council of the City of Sheboygan to exercise its police powers in levying a special assessment for the 2019 cost of operating and maintaining the off-street parking facilities within the Parking Assessment District No. 1, 2, 4, and 5.

Council approved Resolution No. 131-19-20 authorizing the emergency repair of an underground electrical feeder and related equipment at the Eighth Street Draw Bridge.

Council approved Resolution No. 132-19-20 approving a Memorandum of Understanding with the Ellwood H. May Environmental Park Association of Sheboygan County, Inc. regarding the terms and conditions of the City’s financial support from January 1, 2020 through December 31, 2024.

Council approved Resolution No. 118-19-20 adopting the final River Bend Neighborhood Master Plan.

Council approved Resolution No. 133 & 134-19-20 authorizing entering into a tentative agreement with the Sheboygan Professional Police Officers Association and the Sheboygan Professional Police Officers’ Supervisory Association for a successor contract.

Council approved Resolution No. 128-19-20 authorizing entering into a Development Agreement with Oscar Apartments LLC, for the development of 250 apartments on the VanDerVart property on S. Business Drive.

Council approved General Ordinance No. 37-19-20 creating a new subsection (b)(6) in Section 2-428 of the Municipal Code so as to exempt members of the Architectural Review Board from the residency requirement.

Council approved General Ordinance No. 32-19-20 repealing and recreating Section 15.905 and Subsection 15.908 (1) of the City of Sheboygan Zoning Ordinance relating to Conditional Use Permits, to conform the Municipal Code to 2017 Wis. Act 67 and Sec. 62.23(7)(de), Wis. Stats., recommends receiving the R. O. and adopting the Ordinance.
