THIRTEENTH REGULAR COMMON COUNCIL MEETING FOR THE 2019-2020 COUNCIL YEAR

Council accepted the resignation of Jake Den Boer from the Board of License examiners.
Mayor Vandersteen noted several meetings and events scheduled in September:
- Park shelter reservations for 2020 began on October 7. Reservations can be made at the Department of Public Works, Municipal Service Building, 2026 New Jersey Avenue.
- A ribbon-cutting ceremony was held today at the newly renovated Mead Public Library Plaza.
- Curbside leaf collection begins on Monday, October 14. From Monday, October 14 through Friday, November 22, City residents are allowed to rake leaf piles into the street gutter for easier and faster pickup by City crews. Be sure to keep leaves out of the street gutter that would restrict the flow of rain water.
- Public Hearing is scheduled on October 16 at 4:00 pm on the draft of the Sheboygan Metropolitan Planning Area Transportation Improvement Program 2020-2023 at the Mead Public Library (Rocca Room), 710 N. 8th Street. All interested persons are invited to comment on the draft document at the public hearing.
A hearing was held on the proposed 2020 budget, Sherry Crossley spoke.
Council approved Resolution No. 85-19-20 accepted the donation of $3,334.50 from the members of the Police Honor Guard in personal funds in order to assist with the expenses associated with the purchase of upgraded uniforms and equipment and authorizing an appropriation in the 2019 budget.
Council approved Resolution No. 86-19-20 accepting a grant from the State of Wisconsin in the amount of $4,000 to purchase 10 Preliminary Breath Test devices and authorizing an appropriation in the 2019 budget.
Council approved Resolution No. 91-19-20 authorizing executing an easement for a mini-storm sewer (Vanginkle) at 2409 Mayflower Avenue.
Council received the final Livable Communities Action Plan for the City of Sheboygan.
Council approved Resolution No. 89-19-20 imposing a residential recycling fee of $4.00 per month for services provided to recycle residential garbage.
Council approved Resolution No. 90-19-20 approving a Recycling Partnership Grant Agreement with The Recycling Partnership, Inc. to provide $296,000 to assist with the purchase of recycling carts and an outreach campaign to support curbside recycling.
Council approved Resolution No. 93-19-20 authorized adjustments in the 2020 budget requests.
Council approved Ordinance No. 19-19-20 repealing and recreating Chapter 102 of the Sheboygan Municipal Code relating to solid waste and recycling and amending Section 1-14(a)(2) regarding issuance of citations and adopted the Ordinance with the addition of a sentence to Section 102-45(a) that provides “The Department of Public Works issued container shall be removed from the location designated for pickup in subsection (b) prior to 6:00 pm on the scheduled collection date”.
Council approved Ordinance No. 20-19-20 amending Section 82-33 of the Sheboygan Municipal Code so as to modify the City Hall Departments Table of Organization in the Finance Department removing the position of Senior Accountant and adding the position of Deputy Finance Director.
The Council met in closed session related to a possible development incentive for the project known as “The Oscar” on the VanDerVart Property.
